Charging per hour punishes you for being efficient. Here is how agencies build a maintenance package that scales with the number of sites.

Hourly maintenance billing has a built-in conflict: the better your tooling, the less you earn. A fixed monthly fee per site removes that conflict.
Anchor your tiers on responsibility, not on time. A basic tier covers updates, backups and monitoring. A higher tier adds priority response and content changes.
Be explicit about what is not included. Redesigns, new features and third-party plugin licences belong outside the maintenance fee.
Review pricing once a year and raise it with a clear reason: more monitoring frequency, faster response, an extra security scan. Clients accept increases that come with a change.
